Biddle Consulting Group, Inc. is pleased to announce that Jim Higgins, Ed.D., is joining the BCG family to lead the consulting division as our new Director of Talent Assessments. Jim has over 20 years of professional experience in test development, test validation, and human resources research and statistical analysis. Jim brings a wide variety of skills and experience to his new role, and we look forward to the many ways in which he will assist our clients in developing and supporting top-tier personnel selection systems.

Most recently, Dr. Higgins was a senior manager at the California Department of Justice where he supervised the department’s Talent Assessment, Development, and Business Analytics units. Jim has been a tenure-track professor of applied statistics at American River College and an adjunct professor at California State University, Sacramento. He has authored a number of book chapters, articles in peer reviewed journals and the popular statistics guide for practitioners titled The Radical Statistician: Unleashing the Power of Applied Statistics in the Real World.

This is not Jim’s first tenure with Biddle, and many may remember him when he spearheaded our pay equity team and founded the Biddle Consulting Group Institute for Workforce Development (BCGi, formerly U.S. Research Associates) in 2006. He has been a presenter at conferences and ILGs across the country and is a past President and current board member of the Personnel Testing Council of Northern California.

Jim lives with his wife in Sacramento, California, where he likes to hike, fly fish, and garden.
